Beaver, Pennsylvania is proposing a limitation on the number of dogs (3) and cats (4) per household, and an exotic animal ban which includes constrictor snakes over 4' (see complete list below). Farm animals will also be banned. They claim to be banning these animals because they pose a "serious threat to the safety and well-being of the community and citizens if left unattended or escaped," and they claim these bans are "reasonable regulations."

Dear Beaver Officials,

As a Pennsylvania resident and responsible animal owner who will be affected by this ordinance, I'd like to share my opposition to the proposed animal ordinance. Just as you, I am an animal welfare advocate and believe that all animals should be kept humanely. Appropriate laws should indeed be used to punish criminals, but not as a suffocating blanket to overregulate responsible keepers. I'm sure that is not the intention so please consider my thoughts.

There is no valid reason to pass this ordinance. Your proposed ban on constrictor snakes over 4 feet in length has absolutely no scientific or rational support. Nearly all snakes are constrictors and snakes at 4 feet in length weigh only 2-3 pounds, or less. Also, this ban will end many educational opportunities involving these animals. Properly supervised educational outreach programs can have tremendously positive impacts upon children

Snakes of 4 feet, and even larger, cannot seriously harm a human or anything larger than a rat. A public safety risk is not a concern, especially since the public does not come into contact with animals kept by private owners. The lack of public safety risk applies to all constrictor snakes, crocodilians and venomous snakes, as well as other animals.

5% of American households have reptiles as pets, and a large percentage of these are constrictor snake species. Corn snakes, king snakes, milk snakes, rat snakes and many others are all constrictor snakes. And actually, corn snakes and rat snakes get much longer than many species of pythons and boas. Any law should focus on punishing irresponsible keepers and those violating animal welfare or animal cruelty laws.

It's obvious that bona fide herpetologists and stakeholders were not consulted prior to drafting this ordinance. 4 feet is arbitrary and not based on any legitimate science or statistics. Actually, listing any reptile species is irrational as there is no factual documented public safety concern from captive reptiles. While misinformation regarding reptiles is abundant, these fallacies cannot be used as a basis for laws.

Bans simply are not the answer and bans often lead to more problems than they attempt to resolve. This includes the euthanization of animals that were perfectly healthy but must now be killed as new homes for them cannot be found. Rather than killing their pets, some owners may even release their pets as they feel that is what may be best for their beloved pets.
