Hey folks, I figured I would post this here. I spent a bit of time looking up all of the laws in Illinois concerning the 9 species affected by the USFWS Proposed Rule Change. I'm sure it's no surprise in this state, but the law is not exactly straight-forward. If you have the time, I highly recommend reading through a lot of the websites I'm posting here. Since I'm always busy with other stuff though, I'll post some pointers where you can find the most pertinent information as well. These resources could easily be used to answer questions 1-6 for those of us in Illinois.
I started here, at the Chicago Herpetological Society's site
http://chicagoherp.org/herplaws.php
Almost half way down the page, there is this: "Anyone who keeps herps in captivity needs to be familiar with the Illinois Dangerous Animals Act (720 ILCS 585). This is perhaps the most confusing piece of legislation pertaining herps in Illinois." Good discussion follows.

scroll down to Paragraph XII. "STATUTORY PROHIBITION ON KEEPING NAMED WILD ANIMALS"
TITLE 8: AGRICULTURE AND ANIMALS
CHAPTER I: DEPARTMENT OF AGRICULTURE
SUBCHAPTER b: ANIMALS AND ANIMAL PRODUCTS (EXCEPT MEAT AND POULTRY INSPECTION ACT REGULATIONS)
PART 25 ANIMAL WELFARE ACT
SECTION 25.110 ANIMALS PROHIBITED FROM SALE

(this administrative code basically distills the IL Dangerous Animal Act into English, for the purpose of prohibiting the sale of those animals)
